I figured her as Zootopia's new mayor (post-Bellwether), based on a loose conglomerate of ideas from discussion threads and scraps left over from early "proto-Zootopia" scripts. Visually she's based on the pig model that shows up in the film, both at the end as prison guard and during the DMV sequence, getting her photo taken.
Swinton is frequently seen as a bit of an airhead, but though she may be absent-minded to her surroundings (and sometimes behavior) she's got a keen political eye and a surprisingly canny understanding of the city. Her shtick, as I write her, is bumbling into unintentionally suggestive situations.
