Poor Stevens. Utterly devoted to the job.
Stevens is Swinton's personal assistant and esteemed second in command. She trusts him eminently (in fact, entirely too much, to his chagrin) and he's proved himself a savvy shooter who can keep up with her.
Despite Swinton's constant nude or outright sexual mishaps, Stevens manages to keep himself perfectly professional around her. He's likely attracted to her on some level but the campaign and the office are just too important for him to really think of her that way, so as he's frequently left cleaning up after her risque foibles, he finds himself more frustrated or flustered than pleased.
The dark turn here is that Stevens has such a devotion to the campaign that it's become entangled with his aggressions and desires on an entirely too personal level. This manifests primarily in him wanting to defeat election rival Canidae -- by aggressively sexual means. To him, dominating the Councilwoman is as much a personal sexual conquest as it is a victory for the election effort, and the two ideas have become rather inseparable in his obsessive psyche.
Though he's not able to fully untangle these thoughts, he's also not so wicked as to actually act on these perverse thoughts.
